The Corporations will has imbued each individual of Lilama, from workers to engineers, managers who are days and nights working at the countrys major projects. It can be said that the Conference to summerize works in 2007 was the conference of the Corporations will, which was presented vividly through the speeches, and from that, it went straight to the work sites, with each landmark of progress, each weld, each ton of equipment installed accurately and ahead schedule.

An indulized country, according to policy of the Party and State, must have a developed industry and heavy industrial groups. (Speech at the Conference by comrade Pham Hung - General Director of the Corporation)
The year 2007 saw the special change of the Corporation with productivity valued at over 15,000 billion dong (approx. USD1 billion), in 2008, this exceeded USD1 billion. There are not many corporationscompanies in the world that can have sales valued at USD1 billion. The Corporation thus ranks among the best of the Ministry of Construction.
Lilama is following the exact strategic way for development that was ushered in previously and is changing vigorously to invest in the areas of powere, cement and steel. Therefore, by 2012, Lilama shall have in hand an ouput of power of 3,500MW, equalling one third of the current power output of Vietnam, and will have 4 &ndash 4.5 million ton of cement per year by 2010.
2006-2008 is the period that marks the gigantic development of the Corporation. In 2006, Lilama concentrated its strong points, capacity and strenghth so as to take the lead throughout the country in order to implement EPC successfully at Uong Bi Thermal Power Plant Expansion, Ca Mau Gas Power Plant Projects. For Ca Mau, 12 months from the commencement of the construction, the Plant started generating with an output of the two Units reaching 500MW. What people thought impossible then Lilama accomplished it. In the dry season of this year with a great warning of power shortage, if without 1,800 MW from the three thermal power plants of Extended Uong Bi, Ca Mau 1 và 2, then how the electricity and energy system of Vietnam would be?
In 2007 Lilama concentrated on the preparations for the establishment of the Heavy Industry Group as set out in the strategy. Lilama has set up 3 companies for the purpose of ensuring consultancy, design for the projects. In the area of oil refinery and petrochemistry, there is Cimas for power plants, there is LHT in a joint venture with Huyndai companies, which are embarking in power projects, there is LFC, which is specialized in cement plant line design consultancy. Also, in mechanical manufacture, theres is Pos Lilama in the South. Joint ventures, partnership with foreign parties start to be in sync and in line so as a robus Industrial Group can be born.
In terms of mechanical manufacture, Lilama is developing 7 mechanical manufacture factories that scatter from the North to the South. Works can be said overloaded, therefore, it is necessary to develop factories, concentrate on building heavy industrial, mechanical industrial zones in order to meet market demands as well as add more lines of business to the Corporation.
At present, Lilama has 2 ship building factories in Lisemco, Hai Duong and in the coming time, a ship building factory shall be built in Long An. A number of member companies have worked with provinces in order to develop the shipbuilding within the area of their activities so as to complement to their traditional machine installing industry. By this way, Lilama gradually begins to form an industrial Corporation. This is not only the wish of every officer, every worker of Lilama but also the real demand of the country.An industrial country, according to the Party and State&rsquo policy, must be a country with developed industry and heavy industrial groups.
In the tendency towards an industrial Corporation, then diversification of lines of business is a necessary task to do. Lilama has set up Electromechanical &ndash Environment Joint-stock Company so as to go deep into hitech, automation, for instance, by making environment, environmental treating factories, manufacturing panel boards&hellip the area in which investments in factories and EPC projects are still very week. Focusing investments on key areas, i.e. the nervous system of factory, which Lilama still has to rely on foreign countries. In addition, companies have to invest vigorously, manufacture products bearing their trademarks. Mechanical companies must be able to manufacture tower cranes, excavators, bulldozers. Lilama is cooperating with Russia in manufacturing as such. For the dramatic urbanization at present, Pos Lilama shall manufacture escalators, lifts, etc.
Investment in real estate so as to keep abreast and wait in front development trends. Lilama at present has 3 real estate companies, i.e. Lilama Land, Lilama UDC and...These 3 companies in the future shall thrive as they have very large markets. Under its tradename, Lilama has projects with very great value such as those in Ha Tay, Pham Hung Road Project, District 9 Project, Giang Vo High-Class Arpartment Building Project...
Especially, in this period, Lilama is becoming a Corporation which has strong investments in such areas as steel, cement, power, thereby badly needing finance, and a financial company shall be established by the Corporation within 2008. At present, Lilama is contributing its shares together with 3 banks and cooperating with some foreign banks.

We must try so as to have the will of the Japanese, South Korean, the managing style of the German, and the trade culture of the English in order to become a global Industrial Group. (Speech by comrade Le Van Tuan - Vice General Director of the Corporation)
The tendency to develop Lilama into a Corporation is not the wish of Lilama itself but also the pressing need of the whole country. We now have 86 million people / 3,200 km2 , if only relying on agriculture and aqua and sea product, then our people shall never be well of. We have must develop industry and Lilama has grounds to develop into a vigorous industrial group of Vietnam. Through such projects as Uong Bi Thermal Power Plant Expansion, Ca Mau 1&2, Nhon Trạch, it can be confirmed that Lilama is able to under take EPC projects...In the near future, with the establishment of the Corporation, the application of a general management procedure from the Corporation (Parent Company) to subsidiaries shall not take much time for detailed items thus sparing more time for the development of great orientations of both the Corporation and the subsidiaries.
In order to develop into a heavy industrial corporation like Mitsubishi, Huyndai, Siemens..., we must employ the will of the Japanese and South Korean, the managing style of the German, and the trade culture of the English so as to establish the full identity of a global industrial corporation.

If labour productivity is not increased, it will be difficult at international bidding (Speech by comrade Vu Van Dinh - Vice General Director of the Corporation)
In looking for projects, Lilama is facing numerous challenges in the process of bidding. Labour, installation costs of Chinese contractors only account for 50% - 60% compared with design by Lilama. If labour productivity is not increased, it will be difficult at international bidding.
To implement this, in the coming time, Lilama must have a reshuffle so as to: improve managing capacity to minimize management cost, enhance consulting capacity to provide the best design to reduce work expenses, improve workmanship and execution equipment to increase labour productivity, improve the self-management of projects, package management "small" EPC of minor projects.
